To amend title 23, United States Code, to provide for a maximum speed limit of 65 miles per hour on highways with 4 lanes or more located outside of urbanized areas, and for other purposes.

Provides for a maximum speed limit of 65 miles per hour on all highways with four lanes or more open to traffic located outside of urbanized areas.

Directs the Secretary of Transportation to study and report to the Congress on the effects on highway safety of increasing the speed limit on such highways.
