Amends the Harmonized Tariff Schedule of the United States to provide for the tariff treatment of time-recorders that are battery or AC powered with opto-electronic display only.
Provides for retroactive application of this Act, upon request filed by a certain deadline, for liquidation or relinquishment of any entry or withdrawal on or after January 1, 1993, and before the effective date of this Act.
