Postal Privacy Act of 1993 - Authorizes the Postal Service to permit its officers or employees to disclose the names and addresses of postal patrons if such disclosure: (1) consists of information relating to a change of address that was obtained on a Postal Service form which informed the patron of how the information would be disclosed and provided a means for the patron to deny disclosure; (2) has not been denied; and (3) would contribute to the efficiency of postal operations.
