Mandates grants for the establishment or support of adolescent health demonstration projects to: (1) provide health care information, counseling, and services, including related social services; (2) serve adolescents before their graduation from high school; (3) encourage family participation; and (4) establish community advisory committees.
Prohibits using grant funds to perform or pay for abortions.
