Taxpayer Protection Act - Prohibits Federal agencies from making a loan to, or guaranteeing the repayment of credit for, a foreign country if: (1) the country is in default or arrears in the payment to the United States of principal or interest on a loan; or (2) the United States has been obligated to make reimbursing payments to a commercial creditor under a credit guarantee issued on behalf of the country and the country has not repaid the United States the total amount of payments made under such guarantee.
