Makes a television broadcast station an infringer of copyright and subject to civil remedies (including attorney's fees and litigation costs) if such station, without the express written consent of the copyright owner, authorizes the secondary transmission by a cable system or other multichannel video programming distributor of a copyrighted work broadcast by such station.
