Amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from maintaining in the file of, or furnishing in a report on, a consumer any information regarding a failure to make a payment on an account primarily because of the consumer's lack of access to funds in financial institutions in a State due to a bank holiday.
