To amend title II of the Social Security Act to authorize State and local governments to use social security account numbers for jury selection purposes.

Amends the Social Security Act to declare it to be U.S. policy that States or subdivisions of States may utilize social security numbers for identifying: (1) duplicate listings of individuals in master lists used for jury selection purposes; and (2) master list listings of individuals ineligible for jury service because they were convicted of a felony.
