Directs the Administrator of the Environmental Protection Agency (EPA) to establish an office in a community in the United States located: (1) not more than ten miles from the border between the United States and Mexico; and (2) as close as practicable to the point that is halfway between San Diego, California, and Brownsville, Texas. Provides that the head of such office shall be the Regional EPA Administrator for the region.
Directs the EPA Administrator to delegate to the Regional Administrator functions relating to: (1) administering EPA activities in such region; and (2) coordinating, and cooperating with the Government of Mexico in the implementation of, EPA programs relating to transboundary hazardous waste and air, soil, and water quality problems.
