To amend the Federal Election Campaign Act of 1971 to increase the limitation amount applicable to contributions to candidates in Federal elections by individuals and to decrease the limitation amount applicable to contributions to such candidates by nonparty multicandidate political committees.

Amends the Federal Election Campaign Act of 1971 to increase the limitation on contributions to candidates for Federal office from $1,000 to $2,000.

Decreases the limitation on contributions to such candidates by nonparty multicandidate political committees from $5,000 to $2,500. States that a multicandidate political committee of a political party may make contributions of up to $5,000.
