To permit States to establish programs using unemployment funds to assist unemployed individuals in becoming self-employed.

Authorizes the Secretary of Labor to permit States to establish and operate self-employment programs that use State unemployment funds to assist unemployed individuals (who are otherwise entitled to State unemployment compensation) in becoming self-employed.
