Directs the Secretary of Health and Human Services, through the Social Security Administration and with the Attorney General and the Secretary of Labor, to develop a counterfeit-resistant social security card.

Directs the Attorney General to designate the social security card as the single acceptable work authorization document under the Immigration Reform and Control Act.
