Affirming the legislative intent under the Social Security Act to provide for increases in old-age insurance benefits with due regard to increases in the cost of living.

Affirms the legislative intent that benefits under the Old Age Insurance Program of title II (Old Age, Survivors and Disability Insurance) of the Social Security Act continue to be determined under a benefit formula which increases benefits with due regard to increases in the cost of living.
