Provides for a settlement of the railroad labor-management disputes between the Long Island Rail Road Company and certain of its employees represented by the United Transportation Union.
Directs the President to appoint a Special Board, taking into account recommendations of the parties. Requires the Special Board to act as mediators for a 28-day period and then issue a binding determination on any remaining issues in dispute.
