Finds that the Constitution vests all power to declare war and to authorize the use of force other than in self-defense in the Congress.
Declares that the introduction of U.S. armed forces that are authorized to use military force in the former Yugoslavia, either individually or in conjunction with other countries or international organizations, should be explicitly approved by the Congress before such introduction.
