To express the sense of the Congress that if nominated by the Governor of New York as an estuary of national significance, the Administrator of the Environmental Protection Agency should select and convene a management conference under the Federal Water Pollution Control Act for the lands and waters comprising the South Shore Estuary Reserve on Long Island, New York.
