Calls for: (1) the President to actively encourage unconditional negotiations between the Higher State Council of Algeria and all political parties committed to multi-party democracy, including those who won parliamentary seats in the first round elections in December 1991; and (2) suspension of U.S. assistance to the military-backed government of Algeria and U.S. opposition to all loans to Algeria from international lending institutions unless and until the President certifies that the Higher State Council is making significant progress toward the restoration of a democratic process in Algeria.
