Expressing the sense of the Congress that the President should report to Congress pursuant to section 4(a)(1) of the War Powers Resolution as it applies to the use of U.S. Armed Forces in Somalia.

Calls for the President to immediately submit to the Speaker of the House of Representatives and to the President pro tempore of the Senate the report required under the War Powers Resolution, setting forth: (1) the circumstances necessitating the introduction of U.S. armed forces into hostilities in Somalia; (2) the constitutional and legislative authority under which the introduction took place; and (3) the estimated scope and duration of the involvement of such forces in Somalia.
