Commends the governments and peoples of the Baltic states on their use of democratic processes to regain their independence.
Urges the President, if so requested by the government of any Baltic state, to establish offices in such states to facilitate diplomatic relations, technical assistance, cultural exchanges, and other mutually beneficial programs.
