Expresses the sense of the Senate that the United States should: (1) press for the inclusion of an Albanian representative from Kosovo in the European Community Peace Conference on Yugoslavia; (2) condemn the Government of Serbia on the third anniversary of the imposition of martial law on the people of Kosovo; (3) urge the United Nations to send observers to Kosovo to monitor the human rights situation; and (4) support the aspirations of the Albanian people in Kosovo for democracy and self-determination.
