A resolution to amend the Standing Rules of the Senate to require that any pay increase for Members be considered as freestanding legislation and held at the desk for at least 7 calendar days prior to consideration by the Senate.

Amends the Standing Rules of the Senate to add rule XLIII to prohibit the consideration of a bill, resolution, or an amendment, containing a provision to increase the pay of Members of the Senate, unless such provision: (1) is the only matter contained in the bill or resolution being considered; and (2) is filed with the Journal Clerk at least seven calendar days before consideration.

Provides for waiver of such rule only by an affirmative vote of three-fifths of the Members.
