Directs the Majority, with the concurrence of the Minority Leader, to appoint a special counsel to investigate the unauthorized disclosure of a confidential Senate committee report during the consideration of the nomination of Clarence Thomas to be an Associate Justice of the Supreme Court (including a full investigation of all the facts and circumstances leading to and surrounding such disclosure).
