A resolution expressing the sense of the Senate that research on development of high speed ground transportation systems and a modern infrastructure in the United States should be encouraged, and that participation of the private sector in this country and Japan will be necessary and welcome.

Expresses the sense of the Senate encouraging international participation in new technologies for high speed rail and magnetic levitation transportation systems and in the development of facilities in the United States for research and manufacturing of such systems.

Encourages continuing positive commercial relations between the United States and Japan.

Requests the President to work with the Japanese Government to secure international investment in this area.
