Waives certain Federal laws regarding the printing of the enrollment of H.R. 3575 (Federal Supplemental Compensation Act of 1991) of the 102d Congress. Provides that the enrollment of the bill shall be in such form as the Committee on House Administration of the House of Representatives certifies to be a true enrollment. Outlines the subsequent preparation and certification of the printed enrollment.
