Provides for the establishment of the Select Commission on the Iranian Hostage Negotiations to investigate whether contacts by U.S. citizens during the 1980 presidential election campaign interfered with or otherwise affected the release of U.S. hostages held by, as well as subsequent relations with, Iran.
Specifies the composition and powers of such Commission, including the power to compel the attendance and testimony of witnesses and to apply for immunity orders.
Authorizes appropriations.
Directs the Commission to report to the Congress its findings and whether it recommends further legal proceedings based on activities investigated.
