Expresses the sense of the Congress that: (1) the Comptroller General of the United States should study and report to the Congress on the economic impacts of a specified Federal Energy Regulatory Commission Order (FERC) upon natural gas end-users and the geographic regions of the United States; and (2) FERC should refrain from processing restructuring proceedings pursuant to such order during the 60-day period after the report is submitted to the Congress.
