Expresses the sense of the Congress that the international security situation has undergone radical change and that the North Atlantic Treaty Organization (NATO) should adapt to this new environment by addressing security concerns beyond the North Atlantic area.

Requests the President to open discussions with the heads of state of the NATO's various member states, with a view to adapting the alliance to current realities.
