A bill to amend the Public Health Service Act to expand the availability of comprehensive primary and preventative care for pregnant women, infants and children and to provide grants for home-visiting services for at-risk families, to amend the Head Start Act to provide Head Start services to all eligible children by the year 1994, and for other purposes.
School Readiness Act of 1991 - Amends the Head Start Act to direct (currently, authorize) the Secretary of Health and Human Services, on application by an agency designated (currently, an agency eligible for designation) as a Head Start agency, to provide financial assistance for Head Start programs. Entitles all eligible children to receive services through a Head Start program. Authorizes appropriations to carry out the Act. Revises provisions concerning the allotment of funds under the Act.
Permits a Head Start agency to utilize appropriated funds to pay the costs of: (1) acquiring, expanding, and modernizing existing buildings and constructing new buildings; and (2) acquiring and installing equipment.
