Directs the Secretary to transfer all right, title, and interest in and to such property to Seattle for the Warren G. Magnuson Park, except for a parcel occupied by the U.S. Fish and Wildlife Service National Fisheries Research Center.
Prohibits the transfer of such property until Seattle submits a specified management plan for it to include: (1) the establishment of an advisory committee; and (2) the erection and maintenance within the boundaries of the park of an appropriate memorial to Warren G. Magnuson, including a permanent marker describing his contributions. Authorizes the Secretary to make a grant for the establishment of a memorial.
