Establishes the Spark M. Matsunaga Renewable Energy and Ocean Technology Center at Keahole Point, Hawaii. Provides that such center is to be administered through the University of Hawaii and is authorized to conduct research, development, and techology transfer on: (1) solar and renewable energy; (2) energy storage, including the production of hydrogen from renewable energy; (3) materials applications related to energy and marine environments; and (4) other environmental and ocean resource concepts, including sea ranching and global climate change.
Authorizes appropriations for FY 1992 through 1994 for ocean resource and renewable research, development, and technology transfer at the center.
