A bill to protect the integrity of the Social Security trust funds and reaffirm the firewall established to protect the trust funds by making technical corrections to the firewall procedures.
Social Security Trust Fund Integrity Act of 1991 - Amends the Congressional Budget Act of 1974, as amended by the Budget Enforcement Act of 1990, to specify that amendments to and conference reports on the concurrent resolution on the budget will not be considered in the Senate if they would decrease the excess of social security revenues over social security outlays.

Read twice and referred jointly to the Committees on Budget; Governmental Affairs pursuant to the order of August 4, 1977, with instructions that if one committee reports, the other committee have thirty days to report or be discharged.
