An original bill to require the Director of the Office of Management and Budget to submit to Congress reports on the costs incurred by the United States in connection with the Persian Gulf conflict and the foreign contributions made to offset such costs, and to require the Secretary of State and the Secretary of the Treasury to submit to Congress reports on the contributions of foreign countries in response to the Persian Gulf crisis.

Requires the Director of the Office of Management and Budget to report to the Congress periodically on the incremental costs associated with Operation Desert Storm and on the amounts of contributions made to the United States by foreign countries to offset those costs.

Requires the Secretary of State and the Secretary of the Treasury to jointly make periodic reports to the Congress on the contributions made by foreign countries as part of the international response to the Persian Gulf crisis.
