A bill to establish an Interagency Committee on Degradable Plastics Standards for the development of uniform definitions, standards, and testing procedures for plastic products made from certain commodities, to encourage the development, production, and use of environmentally-safe degradable plastic products, and for other purposes.
Degradable Plastics Standards Act of 1991 - Establishes the Interagency Committee on Degradable Plastics Standards to develop uniform definitions, standards, and methods of testing for degradable plastic products, to encourage the production and use of such products, and to coordinate activities under this Act.
Directs the Committee to: (1) determine what factors must be considered to assess the safety of indirect food additives intended to increase the degradability of plastic food packaging materials; (2) identify methods to encourage increased usage of degradable plastics by the Federal Government; (3) consider other relevant policy, scientific, and technical matters relating to degradable plastics and solid waste management; and (4) coordinate Federal degradable plastic research and development policy.
