A bill to amend section 303 of Public Law 96-451 to authorize the Secretary of the Interior to expend funds from the Reforestation Trust Fund for the reforestation of certain lands in the State of Oregon, and for other purposes.

Increases the cap on annual funds transferrable to the Restoration Trust Fund. Obligates certain of such funds for the Secretary of the Interior (through the Bureau of Land Management) to: (1) reforest areas in western Oregon; and (2) negotiate related cooperative agreements, including conservation easements.
