Amends the Department of Education Organization Act to establish within the Department of Education an Office of Community Colleges, which is to be administered by the Assistant Secretary of Community Colleges.
Transfers to such Assistant Secretary all functions of the Assistant Secretary of Postsecondary Education related to community colleges.
