Provides that, for purposes of eligibility for basic educational assistance under the Montgomery GI Bill, a member of the Selected Reserve called upon under executive order to active duty who performs active duty in the Persian Gulf and whose service there is determined to be honorable shall be deemed to have served two years of active duty and therefore shall be eligible for the full basic educational assistance. (Currently, members of the Selected Reserve are eligible upon completion of their reserve requirement to limited monthly basic educational assistance of approximately one-half the amount provided for former active-duty personnel.)
