Amends the Elementary and Secondary Education Act of 1965 (ESEA) to limit the amount of funds which local educational agencies may use for administrative expenses under chapter 1 (Financial Assistance to Meet Special Educational Needs of Children) of title I (Basic Programs) of ESEA.
Directs the Secretary of Education to conduct a study to determine the actual share of Federal funds used for administrative expenses by State and local recipients of funds under certain Federal programs of assistance for elementary and secondary school education.
