Authorizes the Secretary of Transportation (Secretary) to guarantee lenders against loss on aircraft modification loans made to air carriers, charter air carriers, or interstate air carriers to modify aircraft to reduce aircraft noise. Sets forth certain conditions with respect to such guarantees.
Authorizes the Secretary to make use of the advice and services of Federal agencies in providing such guarantees. Requires the Secretary to make loan guaranty program information available to the Comptroller General.
