A bill to amend title XVIII of the Social Security Act to expand and improve access to medicare select policies, and to make technical corrections to provisions relating to medicare supplemental insurance policies.

Amends the Omnibus Budget Reconciliation Act of 1990 to: (1) make permanent the Medicare select policy program; (2) allow access to Medicare select policies in all States; and (3) make various technical corrections to provisions relating to Medicare supplemental policies.

Amends title XVIII (Medicare) of the Social Security Act to revise the Medicare select policy program and provide for a civil penalty for misrepresentations made in connection with a Medicare select policy.
