A bill to amend the Farm Credit Act of 1971 and the Consolidated Farm and Rural Development Act to improve rural homeownership and utilities, and for other purposes.
Rural Homeownership and Utilities Improvement Act of 1992 - Amends the Farm Credit Act of 1971, for certain rural housing finance and secondary mortgage market purposes, to increase: (1) the percentage of outstanding loans that a Farm Credit Bank may have to persons other than farmers or ranchers; and (2) the population size for a rural area city or village.
Amends the Consolidated Farm and Rural Development Act to permit water and waste facility loans and grants to individuals for connections to installations within a residence.
