Saguaro National Monument Expansion Act of 1991 -Revises the boundary of the Saguaro National Monument in Arizona to include certain enhanced boundary lands and authorizes the Secretary of the Interior to acquire them.
Directs the Secretary to amend the Monument's general management plan with respect to the use and management of the expansion area.
Authorizes appropriations.
