Authorizes the Board of Regents of the Smithsonian Institution to plan and design an extension of the National Air and Space Museum at Washington Dulles International Airport. Directs the Board to designate and name an appropriate public area within such extension to honor Edwin Jacob Garn, a member of the Board since 1981 and the first Member of Congress to fly in space while serving as a Member. Authorizes appropriations.
