Direct Spending and Entitlement Program Accountability Act of 1992 - Requires, effective for FY 1994, funding for direct spending, including entitlement authority, to be: (1) subject to annual appropriations for each fiscal year; and (2) included in annual appropriations Acts.
Prohibits, effective for FY 1994, direct spending authority, including entitlement authority, from being provided by law for more than two consecutive fiscal years.
Provides that direct spending does not include Social Security.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Direct Spending and Entitlement Program Accountability Act of 1992'. SEC. 2. ANNUAL APPROPRIATIONS. Effective for fiscal year 1994 and notwithstanding any other provision of law, funding for direct spending, including entitlement authority, shall be-- (1) subject to annual appropriations for each fiscal year; and (2) included in annual appropriations Acts. SEC. 3. BIANNUAL AUTHORIZATIONS. Effective for fiscal year 1994 and notwithstanding any other provision of law, direct spending authority, including entitlement authority, may not be provided by law for more than 2 consecutive fiscal years. SEC. 4. DEFINITION. For the purposes of this Act, the term `direct spending' has the meaning given such term in section 250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of 1985 except that such term shall not include Social Security.
