A bill to amend the Foreign Trade Zones Act to clarify that crude oil consumed in refining operations is not subject to duty under the Harmonized Tariff Schedule of the United States.

Amends the Foreign Trade Zones Act to declare that crude oil and its derivatives admitted into a foreign trade zone and consumed in the refining process shall not be subject to duty under the Harmonized Tariff Schedule of the United States.
