A bill to amend the Harmonized Tariff Schedule of the United States to exempt certain railway locomotives and railway freight cars from entry and release requirements established in sections 448 and 484 of the Tariff Act of 1930.

Amends the Harmonized Tariff Schedule of the United States to exempt rail locomotives and railway freight cars on which no duty is owed and certain other railway freight cars from entry or release requirements established for imported merchandise under the Tariff Act of 1930.
