Requires, beginning with FY 1993, the cost of the "Contributions to International Peacekeeping Activities" account of the Department of State to be treated as a national defense cost and expense of the Department of Defense.
Prohibits the Director of the Office of Management and Budget for FY 1993 from adjusting the discretionary spending limits for the defense and international categories under the Congressional Budget Act of 1974 in order to conform with such reclassification.
Declares that nothing in this Act alters the role of the Department of State with respect to international peacekeeping activities.
