A bill to authorize a hard rock mining reclamation demonstration project to facilitate the expedient cleanup of acid mine drainage, and for other purposes.
Hard Rock Mining Reclamation Acceleration Act - Authorizes the Secretary of the Interior to implement a project demonstrating the effectiveness of a least cost, low maintenance reclamation alternative for the remediation of land and water contamination caused by past hard rock mining activities.
Requires the project to be conducted: (1) through a cost-sharing arrangement between Federal, State, and local governmental entities by which at least 20 percent of the total remediation costs shall be borne by State and local governments; and (2) at a specified site where mines are threatening to contaminate local water supplies with excessive loadings of toxic metals.
Authorizes appropriations.
