A bill to establish a Commission on Project Government Reform.
Project Government Reform: The New American Revolution Act - Establishes: (1) an independent commission to be known as the Commission on Project Government Reform; and (2) a Joint Committee on the Organization of the Congress. Authorizes appropriations for the Commission.
Directs the Joint Committee to: (1) study the organization and operation of the Congress and its instrumentalities; and (2) recommend improvements in organization and operation of each House of the Congress and its instrumentalities, the relationship between the two Houses of the Congress, and the relationship between the Congress and the executive branch. Sets forth reporting requirements.
Requires the Commission to transmit to the President findings and recommendations regarding reforms of the organization and operations of the executive and legislative branches that would improve governmental performance while minimizing costs, including ways to: (1) define program missions in terms of measurable outcomes; (2) reform personnel systems; (3) increase program responsiveness; (4) consolidate and streamline departments, agencies, and programs; (5) reduce the size of the Federal work force; (6) promote the application of new information technologies to improve management and reduce administrative costs; and (7) develop mechanisms to promote greater cooperation and coordination between the legislative and executive branches and greater attention to the long-term impacts of budgetary and policy decisions.
Directs the Joint Committee, the Comptroller General of the United States, and the Director of the Office of Management and Budget to assist the Commission, to the extent requested, in the Commission's review and analysis of specified matters.
Sets forth reporting requirements.
Directs the President, subject to specified limitations, to: (1) restructure and improve the operation of all executive branch organizations recommended for reform by the Commission; and (2) initiate all such restructuring and improvements within two years, and complete all such restructurings and improvements within six years, after the President transmits a report thereon to the Congress.
Bars the President from carrying out any such restructuring and improvements if a joint resolution disapproving the Commission's recommendations is enacted before the earlier of the end of the 30-day period after the President transmits the report or the adjournment of the Congress sine die for the session.
Sets forth additional provisions with respect to congressional consideration of the Commission report.
Directs the leadership and officers of the Senate, subject to specified limitations, to: (1) restructure and improve the operation of all legislative branch organizations recommended for reform by the Commission; and (2) complete all such restructuring and improvements with two years after the President transmits a report to the Congress containing such restructurings and improvements.
Sets forth provisions with respect to congressional disapproval of Commission recommendations and consideration of the Commission report.
