Amends the Ethics in Government Act of 1978 to allow Government officers and employees, other than noncareer employees in General Schedule positions classified above GS-15 or in other positions for which the basic pay rate equals or exceeds 120 percent of the minimum GS-15 rate, to receive an honorarium for an article in a bona fide publication, an appearance, or a speech if: (1) the article, speech, or appearance does not focus specifically on the responsibilities, policies, or programs of the agency or office in which the individual is employed and does not involve the use of Government time, resources, or nonpublic Government information; (2) the reason for which the honorarium is paid is unrelated to the individual's official duties or status as an officer or employee; and (3) the party offering the honorarium has no interests that may be substantially affected by the performance or nonperformance of the recipient's official duties. Prohibits the amount of such honorarium accepted from exceeding the usual and customary fee for the services for which the honorarium is paid, up to $2,000. Subjects the acceptance of any honorarium to financial disclosure under the Ethics in Government Act of 1978.
Makes such amendments effective as of January 1, 1991.
Extends the period within which the Clerk of the House or the Secretary of the Senate must send a copy of each financial disclosure report filed by a Member or congressional candidate to the appropriate State officer designated under the Federal Election Campaign Act of 1971.
