A bill to amend title XVIII of the Social Security Act to make technical corrections relating to the Omnibus Budget Reconciliation Act of 1990.

Amends title XVIII (Medicare) of the Social Security Act to allow a person to sell or issue to an individual entitled to benefits under part A (Hospital Insurance) or enrolled under part B (Supplementary Medical Insurance) of Medicare a Medicare supplemental insurance (Medigap) policy providing for benefits which duplicate health benefits to which such individual is otherwise entitled, provided such benefits are payable to or on behalf of an individual without regard to other health benefit coverage of such individual.

Makes it unlawful for a person to issue or sell a Medigap policy to an individual entitled to benefits under Medicare part A or enrolled under Medicare part B with knowledge that such policy duplicates health benefits to which such individual is otherwise entitled under another Medigap policy. Provides criminal penalties for violations of this paragraph.

Provides that the amendments made by this Act shall take effect as if included in the Omnibus Budget Reconciliation Act of 1990.
